I am sorry to know that you're facing issues while adding a bank account and I can definitely understand how frustrating this could be. Generally, this error pops up when the information on the bank account and PayPal account doesn't match such as name, billing address, contact details, etc. I would kindly request you cross-check the details with your financial institution and try again at a later time by clearing the cache and cookies or different browser or device.
