Says small deposits are wrong when they aren't :(

I'm in Australia and trying to add a Commonwealth Bank account. It says it sent me the small deposits and I received them so I entered them. It said they were incorrect when they weren't (one was $0.07 and the other was $0.04). I did this on my computer. I checked my app after to see if I could do it on there and it said I had "Completed 5 out of 5 steps" of starting your account (one of which is connect a bank account, another is add a profile pic which I did). Thinking it was an issue with the connection to the bank account, I deleted the account off my Paypal. I then tried to add another bank account but it said "Sorry, Commonwealth Bank of Australia cannot be added if you are in a negative balance". My balance is $0. How am I supposed to add money to my Paypal via a bank account to take it out of negative if I cannot add a bank account while it's in negative even though it's showing me $0? I am so confused with this please help me
