I am an online tutor from India. The Indian government has placed a mandatory rule to select a purpose code for the PayPal accounts before receiving any payments. Now, in the purpose code list, there is not an explicit option regarding online tutors. Which one should I select? Please help me out.

I do understand your concern with this. There would not be a code for every specific business type. The best thing to do would be to choose the option that related best to your business type. for example, there may be a education option. If there is, I would suggest you choose this.
