Withdrawing money from limited account , that got limited 3 years ago

Got my account limited about 2 years ago , now I only remembered that I have balance in here.I was sent email that I can wtihdraw money , but I literally can't do nothing.New AI assistant is very bad and can reply anything good at all.Any suggestions what to do?

How I can atleast contact someone that would help me.

If you have had the email citing you can withdraw the funds then have you got a funding source linked to your paypal account to withdraw to?

If not contact customer services for advice as per link.
