'This card is not accepted. Please use a different card.' means that Paypal are getting a denial message from your bank when you are trying to add the card. When you add a card or update the details Paypal charge a temporary amount of $1.00. If this is not approved the card cannot be added. If you keep getting this message then call the number on the back of your card to check the issue with your bank. If the Visa you are trying to add is virtual or issued online you would need to try another card.

@kernowlass Thank you for the response. I contacted PayPal about this and they told me some reasons why my card has been declined. One is that the issuing bank has declined the temporary authorization. Two is that I may have added/removed the card to my account too many times. Third is that I have to try other cards, although some of them were blocked and thus were declined. About the second one, does PayPal have a rule about how many times a card can be added/removed to my PayPal account?

Think its 8 maximum but you can't link a card to 2 paypal accounts at the same time either.

@kernowlass Should the credit/debit card itself have its own money? I asked PayPal about this and they said yes.

You have to have funds on the card or you can't confirm it.

So that means that the card itself must have money of its own and not the bank account. So the bank account and card don't share the same amount of money. Is that correct?

So that means that the card itself must have money of its own. And that the bank account and card don't share the same balance. Is that correct?
