pay with PayPal in coursera or Udemy

when I come to pay with PayPal in coursera or Udemy for example he asks me to add a card If I have a balance on my account they will still ask me to add card or will directly pay with my balance ? thanks

I am not buying in my country I will pay in udemy (foreign website) how I cant then pay with my balance ?

Doesn't make any difference if the site you are paying is in your country or internationally, you can't use a paypal balance in your country.
