"This card can't be used for this transaction"

So, whenever I try to use PayPal on the web, I get said message "This card can't be used for this transaction".

My phone is in repair, and I was NOT able to see if my money had come through, so playing around, I tried to pay too many times 'seemingly'.
And now I get that message every time, and now that I know my money has come through, nothing changes. Is this a timed thing for spamming failed payments? Can I resolve it myself by changing anything? Or do I need external help, I do NOT know, and I cannot figure it out myself.

So hopefully one of you fine PayPal users has the answer, sadly I do not.

Sorry to hear that you're not able to use your card to complete the payment. PayPal system reviews every transaction for possible risk. It is possible that the system is not allowing your card to fund this purchase due to risk. Please make sure that you have confirmed your card in your PayPal account to initiate successful transactions. I suggest you to try to complete the payment again at a later date by clearing cache/cookies from your browser or trying a different browser/device. If the issue persists after trying this, please try with a different payment method.
