unlink bank account from deleted paypal account

I deleted my old account and didn't unlink the bank account. Now when I want to link my bank account to my new Paypal account, it says the bank account is already linked to an account. So I decide to contact customer support and they said:

"For legal and regulatory reasons, we're required to keep some of your data for up to certain retention period after your account features have been permanently deactivated. PayPal recognizes your right to request deletion of your data, and we work to delete what we can of your information during this required period. You don’t need to ask us to delete this data; we'll automatically delete the data unless there are exceptional reasons to keep it."

I see this and I decide to link the bank account later as I'd assume it would be deleted by then, since I deleted the account over a month ago. But when I tried today, it still doesn't work. Do I have to wait longer? When will they delete the link to that old account. A bit frustrated at the lack of communication regarding this situation.

Only customer services can remove cards or banks from a closed account, you should really have removed it before closing it.

They hold the data normally on limited accounts, if yours is not limited then there is no reason to hold the data presumably?
