Game of Skill - Where to get pre-approval?

I'm looking to purchase a website on eBay and advertisement states it is a game of skill not gambling or a game of chance. You have two options to play. Free Mode and Money Mode. The money mode is what I am concerned about and even though the advertisement states PayPal can be used as payment processor I would like someone to actually look at the website to be 100% sure. I sure would hate to get dinged later and shut down after I have people gaming.
I understand this denial of services: involve gambling, gaming and/or any other activity with an entry fee and a prize, including, but not limited to casino games, sports betting, horse or greyhound racing, lottery tickets, other ventures that facilitate gambling, games of skill (whether or not it is legally defined as a lottery) and sweepstakes unless the operator has obtained prior approval from PayPal and the operator and customers are located exclusively in jurisdictions where such activities are permitted by law."
My question is -- how do I get this website in front of PayPal for approval?

Does the website have a PayPal payment accepted on it ?
Is it functional ?
Better talk to PayPal to verify this and ask your question about pre-approval

Risky maybe.... But it looks like fun! It is functional and has been selling on eBay for a couple of years now. Have looked at eBay "completed sells" as well as searched on google, bing & yahoo for these games online. There are quite a few already running under various domain names (same graphics and operations). All have PayPal as the payment processor if you enter the Real Money section. We are only talking $25 for 100,000 tokens -- enough to play a good while. You can cash out at any time (on the real money side) and get what you have accumulated.
Reason for my message in the beginning was to find out how to submit the game website for approval BEFORE I bid on it. Do you know how I do this?

Sorry, you are probably out of luck here
You try to get estimation on web business you do not own and that can change to something else next day.
You say the same script is running and use PayPal - then go for it !
