When I listed item for sale, I went with Priority Shipping. Nothing came up for insurance, so I did not offer it.
The item arrived broken, I will refund the item winning bid, but am I responsible for refunding the shipping charges?

Yes.
If the item doesn't reach the buyer in the condition advertised, you are responsible for refunding all costs to the buyer.
If insurance is under discussion, insurance benefits the seller, not the buyer and the seller should pay for it.

If you want the buyer to pay for insurance the add the amount in your handling charges box. That way it will show up in the total cost.
The insurance protects you not the buyer. If y insurance isn't bought and the item get's lost or broken in the mail, you will have to refund the buyer even if they refused to purchase insurance.
So ya, the way to get them to pay for insurance is ad it to your handling cost, and they they most likely won't even notice the small differnece in the total cost of shipping.
