I won an auction on ebay-seller stated they accepted PayPal but when I try to pay a message comes up from PayPal saying seller cannot receive PayPal payments error code #1010. has anyone ever had this happen and what do I do next/
It's not your problem - it's the seller's. He either hasn't set up his paypal account, hasn't upgraded it to a premier or business account or hasn't attached a verified bank account to it.
