II'm at my wit's end. I have been using Walmart Visa Gift cards to purchase items both on ebay and other places on the web using paypal, with no problem. I went to pay for an item I bought on ebay last friday night, I entered the card with paypal as I always do, but when I went to complete the purchase paypal said the card needed to be confirmed in order to complete the transaction. They said for a fee ($1.95) they would send a confirmation number to the card's billing statement, so I agreed.
I did not know however that since it is a Visa Gift card I cannot recieve a confirmation number, that didn't stop paypal from billing me the $1.95. I'm not sure how they did that if the card can't be used to make a purchase. After numerous e-mails to paypal and even a phone call, nothing was resolved, the message was pretty much "tough luck, it's a gift card and this sometimes happens with them".
I then received this e-mail

I have checked your account and it shows that there is no problem using
your credit card for your payment. It is possible that you have only
advice to confirm your account but you can still use your primary credit
card on file.
When you make a payment, we use money from your PayPal balance first. If
your PayPal balance doesn’t have enough money to cover the transaction,
you can select another payment method.
Here’s how to change your payment method during checkout:
1. Click ‘Change’ under ‘Payment Method’ on the ‘Review Your Payment’
page.
2. Select the payment method you want and click ‘Continue.’

I don't understand about "When you make a payment, we use money from your PayPal balance first. If
your PayPal balance doesn’t have enough money to cover the transaction, you can select another payment method." There has never been money in my Paypal balance. There is no regular credit card on file either, only the gift cards.
But I assumed perhaps things were straightened out and went to make another purchase. No dice. I noticed an old card number was showing , so I went to enter the new card. I got the message, "This card is already on file". It even showed in my account. Yet the pull down window that lets you select which card you want to use showed only the old card and not the new one that was entered. Even when you pull the window down it isn't there. So I thought perhaps if I deleted these cards and re-entered them it would fix the problem. It only made things worse.
Now I have something saying "Confirm e-mail adress" It says paypal sent me an e-mail from which I was supposed to click an activation button, but there is no e-mail. I did get a couple telling me the cards had been removed from the account, but there is no button to click or number to use. I have no idea what to do now and there is a seller at ebay awaiting payment. I have no idea what to do now.
