What does "held" mean?

Well i sold too many items and three people disputed the transaction. There money was in my PENDING BLANACE, and i could print shipping labels and such. Now there payment status is "Held" and the money is not in my pending balance. I dont see it anywhere in my account so my question is how can i refund them when i dont have there money because its not there and i didnt spend it?

your payments being "held" means that Paypal has taken hold of your money, and will try not to give it back to you until after 21 days. it is a new policy that Paypal has made for sellers, for whatever cunniving reasons. as for the situation of your money disappearing and not even being in the pending state, i dont know what to tell you except try calling Paypal and have one of their associates go over your account to figure out where the money went. good luck

Held, now means paypal held my funds as in "held me up at gun point" and won't give me MY money.

thats kind of a lousy answer. how about not giving the total inaccurate phrase of "held up at gun point" ...
