What is a "Paypal Verified Address"?

A seller on eBay says, "I WILL ONLY SHIP THIS TO PAYPAL VERIFIED ADDRESSES", but though I've had my account verified by eBay I don't know what a verified address is. Any ideas?

Being Verified mean that a customer has provided a little more information about themselves to help confirm their identify. Essentially , this helps to make the transaction even more secure.
To get verified you can click on "Get Verified" on your Account Overview, and select the verification method you wish to use.
From your question, it sounds like the sellers may be referring to a confirmed address. A confirmed address is one that PayPal has ensured that the buyer's credit card billing and shipping addresses match.
This helps guard against stolen credit cards, it verifies members identities, and decreases the chances of receiving a fraud related chargeback.
