ebay bucks--have enough to pay in full; paypal won't accet??

Hi, I have an odd situation. I'm in the middle of a dispute with eBay which has caused a negative balance in my PayPal account. I am trying to buy an item which my current eBay bucks cover in full. Re: the current purchase: on eBay, the amount owed after my eBay bucks are credited is $0. However, to complete the transaction, I still had to log in to PayPal which for some reason wouldn't take my valid bank information--which it didn't need anyway because no money is needed from my bank account. WHY AM I NOT BEING ALLOWED TO SPEND MY EBAY BUCKS ON AN ITEMS WHICH HAPPENS TO COST EXACTLY WHAT I HAVE (WITH FREE SHIPPING). Help! I tried entering a second bank account but the process became convoluted and I don't see why I should have to do so anyway because there's nothing wrong with my original bank info. Is this happening because of the bogus negative balance in PayPal? (I can PROVE my buyer is lying and while I'll probably have to appeal eBay's decision to prevail, prevail I will, In the meantime, how do I use my eBay bucks to pay in full for my current purchase? Can someone out there help me? Redwoods, who wishes there was a beautiful tree to choose as an image (though I do love dogs, too!)

I'm sorry to hear that you're encountering inconvenience as a result of your dispute. 😞
During a dispute, the funds are at risk, and the potential exists that loss could occur. Even if you're certain that you will win the dispute, the resolution must occur before the funds can be considered to be not at risk, and must be guaranteed by the seller during that time. Activity on your account will be able to resume once the balance is current. You can do this with the "Add funds" selection in your PayPal account.
If the outcome of the dispute goes as you expect, the funds will be credited back to your account for you to spend or withdraw as you see fit.
