Welcome to the forum! Great question about refunds. If you are seeing an "Issue Refund" option next to the refund in your History, it means the refund was not sent as a refund but as a PayPal payment.
Basically, the seller did not use the "Issue Refund" link on their PayPal account to refund and sent the funds using the "Send Money" tab.
When the "Issue Refund" link is used, we will automatically refund the money to the debit or credit card used for the original payment.
Based upon your post, I'm going to assume that the money from the refund is currently in your PayPal account.
In this case, there are a few options:
1. You could use the money in your PayPal account towards your next PayPal purchase. This may have already happened if you've made a PayPal payment since the refund was issued.
2. You could withdraw the money to your bank account. Click "Withdraw" in the white bar below all the blue tabs.
3. Contact the seller to have the refund issued using the "Issue Refund" link so the funds are automatically refunded back to the original card.
