I was running into the same problem. I found out that all my automatic payments were changed to Paypals conversion. I have to go trough: Setting -> Payments -> Automatic Payments -> Click a seller -> Funding source -> See conversion options -> Convert with VISA/Mastercard I'm not sure, but last time I bought something trough paypal (like not with an automatic payment), it allowed me in the same transaction to change it.
