This was my exact question! I just tried to change the old Home # to my cell phone #, which was already listed, and I was not allowed to change it either. Guess I'll have to leave the old, incorrect # too. From 2022: "73% lived in households (in the US) with only wireless phones, and 25% lived in households with both." PayPal needs to do something about this. It is behind the times.
