Wow, looks like the "solution" is when some bot account clicked on the regurgitated message, which was copy-pasted from their useless help page. But apparently this is all PayPal calls "solved", huh? The original poster themselves even immediately said that none of that information helped. In fact, I would assume it was the very first thing the person tried. So apparently there is no solution, but PayPal has a system that any random account (possibly a bot account from PayPal itself), can call something a "solution" even if it helped literally nobody.
