I am considering the purchase of a puppy through a breeder online. The transaction would be to give the deposit through paypal then meet the breeder and pay on delivery. If I pay using payment for goods and services, is there any buyer protection if this transaction is not satisfactory or a scam? There seems to be some difference of opinion as to whether live animals are covered by buyer protection as I did not find an explicit wording regarding them. There is some question as to if this would be regarded as an internet purchase or in person, as the deal is being made over the internet, but delivery would be in person. Thanks for any info
