This problem was solved with another call to the customer services, where the guy immediately spotted that there was no application on my account for Paypal here. On the one hand I fee a bit stupid, but on the otherhand there was nothing when I ordered the card reader to say I needed to make a separate application. Put simply: If you cant open the app you need an approval from PAYPAL. I wish the two previous call handlers had spotted this I would feel a lot less stressed.
