Paypal is continuing to avoid refunding my account for merchandise I did not receive from a fraudulent website that they support. They are allowing Merchant numerous opportunities to escape paying a refund. The details are listed below: On January 27, I ordered a McKenzie Childs Sugar bowl from Budeloss.com. This website only permitted payment with my Paypal account. I ordered the sugar bowl about 3:30 in the afternoon. Later in the evening, I noticed that I had not received an email from the company confirming the order. When I started checking on This, I realized that this website was fraudulent. At 9:35, I tried to cancel this payment on Paypal. The payment was listed as pending. I started a remote conversation with a Paypal representative explaining that I suspected fraud and wanted them to NOT pay Budeloss. Paypal told me they could not cancel the payment and told me that I would have to deal with them after I did not receive the item. I stated emailing and calling Budeloss asking them to confirm my order. I received no replies. On January 29, I got a message from Paypal, with a USPS tracking number, that my order had been shipped. I again contacted Budeloss and asked them to send this shipping confirmation directly to my email address. Again, no reply. I kept checking the USPS tracking and the item was never shipped. On February 11, I got a second message from Paypal, with the same USPS tracking number, that my order had been shipped. I again contacted Budeloss and asked them to send this shipping confirmation directly to my email address. Again, no reply. I kept continuing to check the USPS tracking and the item was still not shipped. On February 13, I opened a complaint case with Paypal. They gave to seller until February 23 to respond. On February 23, I got a 3rd message from Paypal, with the same USPS tracking number, that my order had been shipped. This time I sent a message to Paypal complaining about Budeloss’s failure to ship. This time my order did ship, but instead of the McKenzie Childs sugar bowl, I got a piece of gray and white stripped fabric with the shipping tracking number on the label. On March 3, I complained again to Paypal and even talked to someone. On March 8, I got a message from Paypal indicating the I had to send the merchandise back to China “in the original condition” by March 20 and then the seller would refund my money in 5 - 30 days. I refuse to pay postage to send this piece of gray scrap fabric back to China. This has all sorts of complications that could leave this fraudulent seller all kinds of excuses to NOT refund my money.
