ok but what I cannot understand is why is possible send money from pp account to bank account and isn't possible send money from a Vietnamese bank account to a pp account isn't it enough to have an IBAN? Anyway, I want to be sure 100%, after send money to the Vietnamese PP account from another PP account, Can I transfer money from my Vietnamese PP account to my Vietnamese bank account?
