I have purchased a services from Bhavyam Infotech Services Pte Ltd. And the day it started I found it not as per expectation and filed a refund. Paypal accepted the refund and after 25 days they simply closed it reasoning that I did not escalate it. I was in travel and have limited access to my laptop. I need to reopen this case with merchant for a refund and could not find an option to reopen. I am not able to find in Paypal on how to reopen a closed resolution for refund. Can someone help please.
