I did reach out to BBW as the process does seem to go through on Paypal's end. Unfortunately, their support was utterly useless. The CSR didn't even know that you go straight into a waiting to shop queue as soon as you hit the BBW page. Long story short they had me try clearing my browsing data for "all time", which subsequently cleared my shopping session cookie and threw me back in the waiting to shop queue. Found a kind of work around that at least let me get logged back in to my account out on BBW to see that items were still in my cart, still had to wait the umpteen minutes until my shopping turn came up again in order to even attempt to process the order, which failed yet again and resulted in yet another pending authorization out at PayPal. I now have a plethora of pending authorizations sitting out in my PayPal account, but BBW just re-presents that error message every time that I go through the process trying to check out using the Pay in 4 option presented at the BBW site.
