How do I file a complaint with PayPal. I recently purchased a used iwatch which was shown in a picture working and written as “used- like new” but it was locked when I received it. The seller would not respond to me, so I opened a complaint through PayPal simply requesting they unlock the watch. They did not make any effort to,0 only stating they sent me the watch. I appealed stating no one can use the watch except for the owner unless it is unlocked by the owner. I requested it be unlocked or refund and I would return the watch. I lost the appeal and my money. The case is closed. I hope some one out there knows this is the way Apple products work. I ASSUMED PayPal knew. The watch I purchased, I now think, was most likely stolen or they would have unlocked it. Either way it was not sold in good faith. I believe PayPal should have refunded my money instead of forcing me to complete a transaction for stolen property. If I would have made this purchase in person it would not have been completed when they refused to unlock it. I’m thinking that’s why they sold it online. So does PayPal approve of pedaling stolen property now? If I cant prove it’s stolen can I post and resell through PayPal and get paid for mailing an Iwatch because it lights up, write nice things about it and send a tracking number to PayPal? Seriously, can I recoup my money this way? I had no idea PayPal wasn’t familiar with Apple’s products in the secondary sale market. Signed Extremely frustrated and empty pocketed.
