But the thing is, I have unlinked the card from that closed account but PayPal still has it registered, is there some sort of grace period for that card to be finally unlinked from the closed account?

I have a old account from another country and I have closed it + removing the card on that account, but for some odd reasons when I register my card on my new account, it straight up said "Card is in another account" (???)
