I have bought an item through ebay and PayPal, the item was faulty, the seller agreed to send a new item, which never arrived, and then the seller offered a refund through paypal, which also never arrived, informing me that there is an error with paypal. The promises and excuses and stalling techniques lasted several month, meanwhile the window closed for involving payal to get help. The item was purchased in March and my last communication with the seller was on the 16/9/24. It was then very clear that there was no intention to honour a replacement or refund . How can I make a complaint about this seller to paypal? I have now noticed from reading feedback from other customers that this seems to be a common business practice for this seller.
