Yes, I finally got answers but no solution. I spoke with eBay last night and eBay rep said it was a PayPal issue. I spoke with Discover last night and the rep said they could see there was attempt to redeem my cash back through PayPal (I was trying to use cash back for portion of payment) however my several attempts at purchasing and receiving a message that PayPal could not process never showed up on Discover end. Discover cancelled cash back bonus redemption because Discover never received any changes for a purchase. Last night Discover said it is a PayPal issue. Unfortunately, PayPal does not answer inquiries past 6 pm Pacific time. This morning I got through to PayPal who told me it was Discover denying so I got Discover on a live chat and went back and forth between the two companies. PayPal tried to make a tiny charge directly on my Discover to test and it posted. PayPal finally admitted it is a technical glitch on PayPal part only affecting Ebay transactions using PayPal with Discover as payment option. Discover card concurred it is solely PayPal issue on PayPal part. I will not add another card or payment method to PayPal since PayPal can't seem to manage the one card they do have on file. I wasted 5 hours on this and all I have from PayPal is they are working on it. By the way, I was in chat so long with Discover that Discover rep internally received word from Discover technical to inform customers the issue is solely on PayPal end.
