I have an open case at the moment that is for a refund of postage after I picked up my item instead of delivery. The seller is happy to refund me but after a week of trying to get his attention via email to gain my refund the only time he responded was when I opened a dispute and he is now telling me that because I opened a dispute his paypal account has been put to minus £30 and he could not refund me until I close the case as he owes me £12 and he says he would have to transfer £42 to his paypal account to refund me which he refuses to do. My problem is I am not to sure about closing the case without having my refund and I'm unsure about him telling the truth about his account being frozen and put to minus £30 Can anyone give me some advise please, thanks
