if you are interested, I am starting a lawsuit against paypal (they have lost several in the past) for unconscionable restrictions and withholding of money or holding your money for ransom until they get the "verifications" they need from you. This is post facto in legal terms (after the fact) that you opened an account without the knowledge that you would have to display this information to them, then collecting YOUR money and withholding it for an unreasonable amount of time. this is illegal according to a lawsuit already filed and won against paypal. It may or may not be criminal, depending on what state you live in. New York law states that an unreasonable withholding of money without permission from the owner is GRAND LARCENY. please reply if you want to know more.
