Hi there, I have a friend on Paypal that has a business. It has been 16 months since I made my order and payment through them, and I have not received my order. They kept making excuses that they're not feeling well, have had to wait for the supplies to come... and after 16 months, I'm feeling really fed up. Would I still be able to file a dispute and get my refund? I wouldn't care but for the fact it is a SUBSTANTIAL amount of money. Thank you!
