I had the same issue. I tried to send a payment to my sister with a confirmed checking account. When I tried to select my checking account the option was unavailable. So I called Paypal.. I spoke with three people, each time I had to repeat the problem. The final representative I spoke with told me to change my browser and call back if that did not work. I told him to stay on the line while I tried a different browser due to the long wait period on the phone. I said "OK I changed browsers..." and he interupted me saying "did not work". He seemed to be pretty sure that it wasn't going to work. So he offered to credit my account $3 to cover the fee. Then he told me the following: "HERE IS HIS SOLUTION: THERE ARE TOO MANY PAYMENT OPTIONS. ONCE YOU REDUCE YOUR PAYPAL BALANCE TO $0 THE CHECKING ACCOUNT OPTION WILL UNLOCK" Seriously? Wow... I'm happy I recorded that conversation.
