i had this stupid problem too.... go to the classic view of paypal....its easier hit the MY ACCOUNT tab on the left... then PROFILE... then on the left top of the box hit MY PERSONAL INFO... you should see a section to change your passwprd, PIN and sec questions.... hit CHANGE and follow the prompts... this made me CRAZY for like two hours.... good luck!
