Clear and 100% scammer. Please check and read the comments on this link down below, no the link is not a virus. It is a crime for a seller to not ship an item out once payment has been completed. I am not sure how to file a claim on eBay or the site you bought the item on. But look at all the policies regarding your situation. Especially if you bought something for say a 100 dollars. Give all the information you know about the seller. If the seller has a false address on that account, eBay can track any credit, personal information, or even IP address to see where the seller is using a electronic device.
