Hi, I have a very sick and disabled young relative who is need of assistance to move across the US to live near a hopitial that specializes in her congential condition. I was considering starting a PayPal "Pool" collection so she can purchase the items she needs from PayPal vendors. Here are my questions: 1. Are there any taxes that have to be paid in association with the collection? Meaning, will any tax forms such as a 1099 be issues or will the IRS be notified? (I don't anticipate more than $2,500 US to be collected barring a miracle and neither of us know anyone except US citizens & sources) And since it's not going to be a large amount of money collected, she will only use the funds to purchase things she needs from PayPal merchants and doesn't need to withdraw any funds nor transfer it into her bank account. 2. Are there any PayPal fees associated with the Pool? If so, does the sender pay an extra amount on top of their donation? Or does the fee get deducted from the money that winds up in the Pool? 3. What are these "Donations" into the Pool offically called & considered by Paypal & for Tax/Legal reasons? I know this isn't a Non-rofit donation, but are they considered "A Gift," a "Personal Loan," "Payment for Goods or Services," or What Exactly if a US government agency, such as the IRS were to ask? 4. How would I set up such a Pool for her? 5. Is there any restrictions on where I can advertisize and ask for donation on? I was thinking if I her story on my social media accounts, maybe I could get another $500-$1,000 from my friends to help her. Plus, she will lose a huge portion of her health insurance if she gets any "Taxable Income" (which includes a 1099 of any kind) and no one else she knows will take the tax responsibility-even though I'm personally willing to guarrantee the money pay any taxes if that were the case-So, as far as I can tell I think that eliminates me from helping her by starting a crowdsourcing account such as a Go Fund Me page. That's why I'm considering a starting a PayPal "Pool" to help her. Like I said, it wouldn't be much money and She can spend it all on necessities at merchants who accept PayPal and never has to even withdraw any funds if that would help.
