I just had exactly similar issue that I noticed only after purchase that I was charged in USD even though the purchase was supposed to be in EUR.   It seems that with Discover they only can charge the credit card in USD so if you purchase in any other currency, it will always use Paypal's exchange rate to USD.   In my case my credit card was charged in USD so I kind of lost twice in the rate exchanges 😞 ... No conversion options for my Diners Club card.   Last 2 Paypal charges shows in EUR but my credit card statement shows charges in USD?!   Purchases were originally in EUR in an online shop within EU. And of course my credit card company now charged extra for the USD transactions, while all the EUR transactions don't have any extra charges of course since it's my cc's currency.   I just opened up a dispute chat with them to sort this out. ...
