I have this issue too. I have to provide some documents to resolve limitation, but I can't upload docs. My problem is same, no steps, no upload boxes, only green checkboxes on the left side. This issue is for a month. I sent many emails to Paypal. Paypal sent me automated messages and the Customer Support answered me two weeks ago .... Their answer was "Provide the required informations" etc... But how? Uploading doesn't work, the system is wrong or bugged and nobody helps me. For a weeks. I am so sad.
