So here is my issue. Purchased items on ebay. ebay merchant send it via speedpak. Few weeks later, Speedpak says the item has been delivered, but I did not receive anything. Contacted speedpak, they provided me a Canada Post tracking number. Immediately contacted Canada Post, and via their online chat, I was confirmed by their agent the label on the package was NOT to my paypal address on file. Opened a dispute and claim. Included all the information I have got from Speedpak and Canada Post. Seller just provided the same Speedpak tracking number which I have included in my description of the issue. 10 days later, paypal ruled in sellers favor, apparently, paypal does not NEED confirmation that the item is actually SHIPPED TO THE BUYER'S PAYPAL ADDRESS on file. According to the paypal agent, as long as there is a tracking number, and the tracking number indicate it is delivered to the SAME CITY, it is considered as delivered. Appealed and re-opened the case. I'm trying to get Canada Post official statement on the wrong label, but they no longer have the information, as it has been 14 days since delivery. The sender MUST be the one to open a case (and since the sender is obviously a fraud, I don't hold much hope in that). So only evidence I have are old screen shots. For now, lets see how the case goes. Apparently, paypal does not even attempt to contact the seller to have them provide proof that they delivered to the correct address, let alone work with the seller and buyer to handle mis-delivered cases with the post office. Canada Post also do not keep any information after 14 days. Just wondering if anyone else had this issue before, and how it was resolved. The entire process seem to have loop holes big enough to drive a truck through it. All fraudulent seller have to do deliver the item to some random address in the city, and then drag the dispute process out for 14 days. I did some searches and it appear to be an old scam, still can't believe it is not fixed yet.
