I had 2FA on my account where I logged in on my PC and had a code sent to my phone by SMS. I wanted to change the phone number used for this. I deleted 2FA and tried to add it again. I get a choice of Authenticator App or Security key so I choose the latter and the next screen asks me to set up an authenticator app. Am i missing something here?

I am happy to help you with your inquiry about 2-Step verification set up. As you have enabled 2-Step verification, you just have to update your phone number in your PayPal account to be able to receive the access codes will be sent to your new number. Currently, customers who have 2-step verification via text turned on will not be able to enable 2-step verification text again if they decide to turn off.
