How do I send a message to a person in the PayPal network?

I have a PayPal member's name and user number. How do I send a message to this person?

Welcome to the PayPal Community Forum. Unfortunately, PayPal doesn't support the option to send another user messages unless you are reporting a problem with a transaction. If you need to report a problem with a transaction, here's how.
