Trying to link bank account, cannot confirm by phone due to glitch in website

I need to add my new bank account to my paypal account but I'm getting some stupid errors when trying to add the account.
I go through the process of signing into my bank account through paypal, it asks which accounts to link, then after I select the account to link and click next, it wants to send me a text or call me. Fine, no problem, except there's no phone numbers listed as options so it asks me to add one. Keep in mind I have my phone number on my account and my fiance's as a backup, but it still shows none on the verification screen. I try to add my phone number, the American 000-000-0000 format, it doesn't take it, says wrong format. So I try with the country code, 1-000-000-0000, it doesn't even accept that at all.
I tried calling paypal, never get an actual person, just get an automated message saying they cannot handle my issue over the phone and to go on chat. I go on chat, after several hours of waiting I finally speak with someone for whom english is clearly a second language (no hate) and so they don't really understand what I'm telling them as I explain the full situation and so they end up telling me it has to be handled over the phone. This was days ago. I just tried to add the account again hoping whatever issue with the phone number entry has been corrected but it has not. So now I'm here hoping someone here knows what I can do to solve this issue.
