unable to add money or Send to From my account

i want to complete payment on fiverr but i cant...paypal account not adding money via debit card 

i have used Paytm debit card/yes bank card but both are failed..

international transcation are enable in cards...

Is there any way or any site that recieve INR and send to Paypal

The option to top up your PayPal account is currently unavailable for India. To send payments, you don't need to add funds to your PayPal account balance. You can send payments with a credit or debit card linked to your PayPal account.
