Why I can't apply for Paypal credit card

Hi Team , 

I am not able to apply for PayPal credit card. When I am doing so the site is showing me an error message "You aren't eligible " . May I know what are the reasons due to which I am not eligible to apply for it .

We appreciate your interest in PayPal Credit. I see that your profile states you are located in India. At this time, we do not offer PayPal Credit in India.
