I was asked over the phone for a donation to my local fire department, I Am not sure If it was a scam call or not. They asked for a donation of 25 dollars and then sent me a PayPal invoice. I was not expecting to get an invoice I just figured it would be a link to pay a certain donation if I felt I wanted to. What would happen if I just did not pay them anything? Should I report as a scam? Will I be penalized or have any negative impact on my paypal account or anything if I just didn't pay it? I do not want to be accidentally paying a scammer thinking it's going to a good cause
