OXXO payment source error PAYEE_COUNTRY_NOT_SUPPORTED_FOR_PAYMENT_SOURCE error in production

I've set up OXXO in Sandbox and all works correctly. Switched to my client's production credentials and when adding OXXO payment source to order, getting this error...

I followed the link and I can't find any relevant information as to how to correct this issue. I'm thinking that there is an account setting that needs to be updated.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
