Today, July 14, 2023, I received an E-Mail, from PAYPAL, saying I was paying $74 through Automatic billing to a company (HOWLY) that I had never heard of. I immediately went to my PAY PAL account. There I saw they also billed me twice on July 7 for $1. The next day, July 8, there was a charge for $8. Seeing this I went to the Resolution Center about the $74 charge. I was given an 800 number to call. I had a difficult time talking with the person. I asked what the service did and all she could tell me was "We answer any question you want to ask". I don't know how this Automatic Payment got authorized. I certainly did not knowingly do it. While we were talking I received E-Mail messages saying my $74 and $8 refund had been issued. Nothing was said about the two $1 charges that had been made. I won't quibble about $2. I have tried to report this in PAYPAL Resolutions but it tells me the problem has been solved. That is the reason I am posting here and asking: Has anyone else had this experience. I also wonder if PAYPAL looks into the legitimacy of such companies.
