How do I get a paypal refund after sending money

I attempted to get a cash advance from Paypal credit on July 18, 2023. I entered my name in the search bar, then the amount. Supposedly, the transfer went through, however nothing was received in my paypal account. When I reviewed the transaction, the email was not mine. I reported this through the resolution center but it was determined that I would not receive a refund because the transaction appeared "normal". I also wrote a detailed email and received no response. Can anyone guide me as to how to get a refund (or pursue this legally if need be)? I'd like to get the money back, but I'm more concerned knowing that someone else has access to my account and there will be no support from paypal.

Welcome to the PayPal Community Forum. I can understand how it can be a bit frustrating when a recent transaction hasn't gone as you had anticipated. I'm sorry to say the option to cash advance from your PayPal Credit is not available. It sounds like the payment has been sent to another account, and since the option to cancel the transaction was not there, it sounds like the money has already been claimed and received to the other account.
With that in mind, if the payment was sent as a Friends and Family transaction, the option to report an issue with an item received is not available - just the option to report it as unauthorized. And since you performed this transaction, and not an unauthorized third party, PayPal would not deem it as unauthorized. It sounds like the best option to get a refund is to contact the receiver via email and request they issue a refund from their end. You may also want to reach out to PayPal Credit Customer Support to see if there are any other options available.
My sincerest apologies as I'm sure this wasn't the information you were looking for. One thing I can confirm is that unless someone has your email address and password to your PayPal account, no one has access to your PayPal account as you mentioned you were concerned of.
