I just but 4 Euros,linked Bank account,then after I uploaded the card Paypal blocked me , there is a solution

If its a temporary limitation then paypal normally directs you to the message or resolution centres to resolve any issues.

The mail said , it's deactivation of my account,I don't why,is that permeant or temporary
