How to reopen a case?

How can I reopen a case that has already been closed? (I bought a refrigerator and the seller charged me for more than the amount advertised as the final price. I reported it as a problem to Paypal and they refunded me but only for the difference between the advertised price and the charged price--it's been ten days now and I have not received a single email about the item actually being shipped and the seller isn't responding to my emails.)

 

When I go to Paypal and select the transaction to report a problem they say it's been resolved and there's nothing to do--I never got the item and want to entire fee refunded, what are my options?

Unfortunately its x1 dispute per transaction so your best options are:-

 

1. Reach out to customer services and ask if they can make an exception and open a dispute for non receipt of item for you.

2. If you funded your paypal payment via a credit card then contact your card issuer and see if they can chargeback for you.

3. Small claims court if you have such a thing in your country and the seller is U.S as well?

My sense is that so far I can't contact customer service without referring to a specific transaction and they won't allow it for this one because it's already been dealt with but I will keep searching (it seems like the scammer figured out Paypal's one complaint per transaction policy and is exploiting it). Thanks
